Article 5. General Assembly
①The General Assembly is the decision-making body of the WTA, and consists of full members, associate members, and discretionary members.
②The General Assembly is held biennially, and its date, venue, and programs shall be decided by the Executive Board after due consultation with the host city.
③The General Assembly shall deliberate WTA's important policies and projects, and approve and resolve matters as stated in the Statutes.
④When a vote is taken at the General Assembly, for a full member, the representative of a member local government or its agency, and for an associate member, the representative or a member organization or its agency shall respectively have one vote.
⑤Subcommittees and academic symposiums can be held with the General Assembly in order to foster exchanges among member cities, and to research and discuss on specific fields.
⑥The Executive Board shall make decisions on issues relating to organizing, operating, and holding of the subcommittee and the academic symposium.

Article 6. Executives
The Executives of WTA are composed of the President of the WTA, the Deputy Presidents (the Regional Presidents), the Executive Board members elected at the General Assembly, the Auditor, and the Secretary General
1. President: President of the WTA represents the WTA and becomes a chairperson of the General Assembly. President is elected from full members. President serves a two-year term, and can be reelected.
2. Deputy presidents: Deputy Presidents of the WTA are the same numbers of those of Regional Presidents. Deputy Presidents are elected at the General Assembly and serve a two-year term.
3. Regional Presidents: the Regional Presidents shall be elected at the General Assembly, and the number of Regional Presidents shall be decided at the Executive Board. Regional Presidents shall automatically become Deputy Presidents of the WTA.
4. Executive Board members elected at the General Assembly: The number of the Executive Board members elected at the General Assembly shall be ten or fewer, and serve two-year terms.
5. Auditor: the Auditor shall be appointed by the President with the agreement of the Deputy Presidents. The Auditor shall serve a two-year term. . (reviewed for revision on April 26, 2001 and revised on Dec. 4, 2002)
Article 6-2. Composition and Function of Executive Board
①The Executive Board is composed of the WTA Executives. The Executive Board shall review and deliberate major issues of the WTA, and shall execute the matters entrusted by the General Assembly.
②The details regarding the operation of the Executive Board shall be provided in the Working Regulations. (reviewed for foundation on April 26, 2001 and founded on Dec. 4, 2002)
Article 7. Executive Board
①The WTA, taking the geographic distribution of its members into consideration, shall have the Regional Boards, and shall have a regional president and a secretary general in each regional board.
②The Regional Boards shall provide support and assistance for the WTA members within their respective regions. (reviewed for revision on April 26, 2001 and revised on Dec. 4, 2002)
Article 8. WTA Research Institute and Academic Committee
① The WTA may set up a research institute to do research on specific matters including strategy or policy development for the WTA.
② The WTA may form and operate an academic committee so as to support the WTA Research Institute, and to hold academic symposiums.
Provisions relating to the operation of the WTA Research Institute and the Academic Committee shall be stipulated in the Working Regulations and the procedures of the Secretariat. (reviewed for revision on April 26, 2001 and revised on Dec. 4, 2002)
Article 9. Secretariat Staff
The Secretariat is a standing executive organization, and is located in Daejeon, Korea. The Secretariat staff of the WTA consists of the Secretary General, Assistant Secretary General, and other staffs. The Secretary General shall be appointed by the President and chosen from among the suitable qualified personnel of the city where the Secretariat is located. Article 10. The function of the Secretariat
1.To carry out decisions related to the budget and financial resources
2.To ensure the implementation of projects endorsed by the General Assembly
3.To carry out other decisions made by the General Assembly
