The University Presidents Forum provides an opportunity for universities to play a critical role in technopolis development
by facilitating cooperative networks and promoting exchanges in technology information and highly-qualified human
resources among core universities located within technopolises.

collaboration of all initatives and activities of the WTA
- The WTA University Presidents Forum should be an ongoing regular activity among WTA members and to
be held annually
- Host of the annual WTA meeting should open and run a portal site. |

Recognizing the importance of the international cooperation for science and regional
development, Dortmund declaration which contained joint measures on the information-based society’s
globalization challenge was accepted.
Adopted the Dortmund Declaration(May 29. 2004)
- Recognition that regional authorities in their endeavor to stimulate knowledge based learning regions
are prime partners in an effort to create sustainable societies
- our effort to jointly meet the challenges of globalization in a information-based society is the
prime objective for the upcoming years

- Participants : 10 universities and technoparks
→ Universities will concentrate on education and R&D, whereas the industrial entities will center their focus
on technology commercialization.
Adopted the Uppsala Declaration(Sep. 2. 2004)
- In order to prevent different approaches of each university in working relationship are needed to meet
clients’ needs.
- Universities will concentrate on education and R&D, whereas the industrial entities will center their focus
on technology commercialization.
- The original function of the university is to provide the community with well educated human resource and
its focus shift towards commercialization is not desirable.
