In the framework of this project, a set of technical assistance will be organized in order to help developing countries
to develop technopolises. One pilot project will be developed in each of the aforementioned regions.
The technical assistance consists of following activities: |

The Pilot project will serve as a laboratory of technopolis development in each region. The experts from donor countries
will be mobilized for the implementation of technical assistance.
The selection of the most promising site for pilot project will be governed by a rigorous process involving asset mapping,
peer benchmarking and opportunity analysis involving interested candidate countries that meet basic criteria needed for
the long-term operation of a technopolis.
These basic criteria will include a consideration of the following issues in order to ensure an environment attractive to
joint ventures and international investors:

Political stability; Absence of corruption; Government commitment to provide an enabling environment;
Scientific and technological assets; Stable research environment, Infrastructure (for communications,
power, water, etc); Banking facilities; Private sector engagement; Dedicated long-term source of funding;
Demonstration of entrepreneurial success in that country; Availability of start-up capital; Record of foreign
capital attraction; National sustainable development plan; Overseeing human and financial resources;
and Prospects for regional cooperation.

| Activities |
a. Evaluation of Egypt’s capacity to host(four) science parks, including: assessment of human resources and research
infrastructure, practical questions of the preparation of Science Park development and management of
co-operation between the university’s laboratories and tenants (industry).
b. Evalution of information-based business opportunities in Egypt, especially in the fields of information
technology, biotechnology, etc.
c. Assessment of potential stakeholder(s) of science parks and the stakeholders’ role in the science park development
d. Estimation of sevices that each science park could propose to the tenants
